Board- The request for availability for a Special Session is related to JRE. We have had an informal policy of only holding Special Sessions when everyone is available. Or proceeding only with a voluntary absence. That, I feel, preserves our rights as individual elected officials, and as equals. So in the event that you cannot attend and you wish to participate, that’s ok. You have veto power. We can hold the topic for the regular meeting. I will be unable to attend a Special Session but am ok if it proceeds without me.

The morning after our meeting Chief Davis requested a meeting with me. And while I couldn’t attend, Patricia was able to do so. And Monday a larger group of stakeholders met to discuss the issues. The below agenda and minutes don’t entirely cover what was discussed. But it’s a start.

The highlights for us:
*Fire Marshals agreed to allow double-stacking the queue given that drivers are still in their vehicles and an emergency procedure will be put in place to clear the queue if a 911 call is made.
*There was a stated belief that the ISD Administration has the authority to make decisions on traffic flow on its property. I did object to that statement and cautioned that it is our stance that the authority to make traffic flow changes comes with the obligation to assess and potentially adapt Belmont District infrastructure to a different flow than what the ISD originally planned and built for. We did not continue to pull on this thread and no decisions about changing on-property traffic flow have been made. I simply wanted it stated.
*AISD PD and Northlake PD met and allegedly mutually agreed that Belmont District 1 and our police entity (Northlake PD) are responsible for roadway safety to include crossing guards and traffic control. The ISD PD and staff have no authority, responsibility or obligation beyond their curbs. Northlake PD was unable to attend and we are working to coordinate a separate meeting with them. Although I did send Mayor Montini and Drew Corn an email summarizing the findings and highlighting the change in stance from our police negotiations when the board was told they had no jurisdiction to provide crossing guard support to AISD schools. Based on that change in stance, AISD PD is respectfully and urgently looking for relief for their officers and staff to transition responsibility to us and Northlake PD.

My hope is that we’ll have that meeting with Northlake ahead of our Special Session or Regular Meeting as there are a number of things for us to consider.

Just in the last 24 hours I’ve taken a few notes on various potential discussion points and open questions based on this change. I’m sure more will come:
*If a majority of students that attend a school are Northlake residents, does that change financial responsibility for crossing guards and/or traffic control? 
*Belmont 1 and 2 residents feeding into JRE and AWE are not benefiting from any Child Safety Fee funds. Northlake receives funds in proportion to its population. Whoever funds crossing guards for AWE and JRE ought to seek support from the county. We all pay into the Child Safety Fee. Our portion should not be sent elsewhere in the county.
*If Belmont 1 and Northlake PD are responsible for crossing safety, to what degree do we dictate the location of the crossings to maximize safety and minimize expense?
*To what extent is a crossing guard needed versus a traffic control officer? And does that change the financial support model?

Can you all send us the documents/notes you have (and email to Northlake Mayor Montini) related to what’s transpired over the last 2 months?  Sorry if you discussed this at the last meeting. Thanks!

To be clear, Northlake PD was unable to attend the larger stakeholder meeting so we are relying on Chief Davis’s statement that both police departments are in alignment that crossing guards and traffic control are the jurisdiction of Belmont 1 and Northlake. I sent Drew Corn and Mayor Montini a meeting recap with that change in stance. But we have not heard back. Chief Davis is going to coordinate a meeting with Northlake. So we’ll hear the thoughts of both the Town and the Police Department soon enough. As for activity, October board packet has the day by day activity report I submitted up to that meeting. I was unable to compile an activity report ahead of our November meeting but have already submitted it to Debra for inclusion in the packet:

*Review email from AISD Construction Manager Jeff Koehn questioning May 2024 board meeting notes referencing crossing guards and planned pedestrian facilities. Draft/send response CC Robert.

*Review email from AISD CFO regarding traffic flow change memo going to JRE parents. Forward to Patricia.
*Review/receive feedback from Patricia and draft response to CFO.

*On site meeting with Patricia, Robert, AISD Police Chief, CFO, Construction Manager, Denton County Fire Marshal, ESD1 Fire Marshal. Review obstacles to double lane queue. FM stated ultimately no driveways comply with width standards to permit it.

*Review emails from JRE Principal regarding upset parents based on change. Draft response. Request feedback be compiled.
*Email CFO and Construction Manager requesting Lee Engineering be re-engaged to assess failure points.
*Email with Principal confirming right turn only on exit is acceptable to manage flow and confirming my visit to observe Pickup.
*Observe pickup 2:20pm-4pm and discussion with Principal and AISD Police. Send recap of observations to Patricia, Robert, CFO, Construction Manager and Principal. Again request Lee Engineering to be reengaged to assess their plan.

Wednesday 10/23
Review email from AISD Chief Davis stating they met with Northlake PD and observed together. Asked that all parties pause on the influx of "new ideas" for reconfiguring the carline until Northlake PD and Argyle ISD PD teams are able to meet again and develop a comprehensive plan. Once a more formalized proposal is ready, he will work closely with Belmont and AISD to review options

Review email from AISD Construction Manager that Lee Engineering reviewed drone footage and had no recommendations for improvement and suggested waiting until Cleveland Gibbs opened. Also waiting on Chief Davis to meet with Northlake PD on solutions. Response to Robert and Patricia.

11/12 and 11/13:
Review email from AISD Chief Davis seeking meeting. Forward to Kelsey and Patricia for guidance and potential conflict with board’s desire for a letter. Response to Chief requesting Patricia’s attendance and providing availability. 
Subsequent response suggesting meeting proceed with just Patricia. Also included summary of current board stance as well as Westwood’s assessment.
Review response and confirm availability for larger stakeholder meeting.

*Notified Northlake Mayor and Town Manager of planned meeting with JRE stakeholders, including Northlake PD.
*Discuss meeting recap with Patricia.
*Request Robert availability and attendance at JRE meeting.
*Email to Kelsey requesting assessment of ISD’s underlying obligation to District roadways/traffic.

*9:30-11am meeting at AISD Admin building with all JRE stakeholders
*Email to ABHR requesting off-cycle meeting availability check due to AISDPD and Northlake PD’s new stance that pedestrian safety on roadways immediately around schools falls on Belmont 1 & Northlake PD, not on AISD PD. PD requesting financial support for crossing guard and police needs.
*Respond to email from Northlake Town Manager with details from meeting, clarifying new jurisdictional stance, and potential next steps.
